Texas residents have several ways to get help with prescription costs beyond a discount card: Texas Cares Rx, a state program that connects uninsured Texans to manufacturer patient-assistance programs through trained Navigators; the Texas Vendor Drug Program, which manages the Medicaid and CHIP prescription formulary; Medicare Part D Extra Help for eligible low-income Medicare members; 211 Texas, the statewide referral line; and Federally Qualified Health Centers (FQHCs), which can dispense many medications at reduced, income-based prices. Texas Cares Rx "will partner with community groups across the state to connect people to Patient Assistance Programs (PAPs) where they can apply to receive low-cost or no-cost prescription medications," using trained volunteer Navigators to help people apply — eligibility depends on each PAP's own income guidelines (Texas HHS). Community health centers
Texas has 71 Federally Qualified Health Centers operating more than 700 service delivery sites statewide (Texas DSHS).
