More than 1.9 million Illinois Medicare beneficiaries had Part D coverage as of August 2024 (CMS, via healthinsurance.org), and 18.7% of Illinoisans are 65 or older (Census QuickFacts, V2025) — a real audience for whom a plan’s deductible, or a non-formulary drug, can still leave a cash price cheaper than the copay. At the same time, 8.1% of Illinois residents under 65 had no health insurance (Census ACS, 2020–2024), and Illinois’s Prescription Drug Affordability Act (Public Act 104-0027, effective January 1, 2026) explicitly — in the Illinois Department of Insurance’s own words — "protects consumers' ability to use prescription coupon and discount programs."
