Illinois Prescription Assistance Programs

Illinois has no current state-government-backed free prescription discount card. Illinois Cares Rx, a former state senior prescription-assistance benefit, was discontinued effective June 30, 2012 under Public Act 97-0862 — the Illinois Department of Human Services' own manual release states plainly that "PA 97-0862 discontinued the Illinois Cares Rx program effective 06/30/12," with no successor program named. The widely advertised "Illinois Rx Card" (illinoisrxcard.com) is a separate, privately operated program: its own About page states it is "not a government run/affiliated/funded program" and is "privately supported ... made possible through the support and participation of pharmacies," and United Networks of America's own media page confirms it is the underlying operator — the same national UNA network behind similarly named "[State] Drug Card" programs elsewhere. Illinois residents still have several national and nonprofit ways to get help with prescription costs: Medicare's Extra Help (Low-Income Subsidy) for eligible seniors, manufacturer patient-assistance programs for specific drugs, nonprofit resources like NeedyMeds, Illinois's 211 helpline, and free discount cards for everyday savings.

Programs to know

Illinois Cares Rx ended more than a decade ago with no replacement named in the state's own closure notice. The "Illinois Rx Card" that circulates today is a different, private program — powered by United Networks of America, not the state of Illinois. Beyond it, Medicare Extra Help helps eligible low-income Medicare members, manufacturer patient-assistance programs help with specific brand-only drugs, NeedyMeds and similar nonprofits maintain searchable directories of assistance programs, and Illinois's 211 helpline can point you to local resources.

Illinois's own policy hook

Illinois enacted the Prescription Drug Affordability Act (Public Act 104-0027) in 2025, fully effective January 1, 2026. Among its PBM reforms — banning spread pricing and requiring 100% rebate pass-through — the Illinois Department of Insurance's own summary of the law states that it "protects consumers' ability to use prescription coupon and discount programs": a direct, favorable statement for a program like LowerScript, not a restriction on it.
